I had tried the mentioned fixes on this page, but didn't have third party av or anit-malware so nothing was getting quarantined (checked windows defender, etc.), Also tried finding and downloading the between versions of qb to update the data file progressively through the versions ex: 2011, then 2015, etc. I realize this is a little late to the game but I figure if anyone else runs across this via google search it may help them.
